Towards Europe and North America they have quite flat terrain for a few hundred meters. Then, hills are rising building a minimum elevation of 4 degrees. Towards Asia, terrain is sloping down to the ocean which makes things easier. They hope that the local noise situation will be OK. Please also note that they have to rely on local public electricity.
